This is one of the best-documented tragedies of the twentieth century, and the post gets most of its core facts right. Rosemary Kennedy was operated on in November 1941 at St. Elizabeth's Hospital in Washington by Walter Freeman and James Watts, using the prefrontal lobotomy technique. Her father Joseph Kennedy arranged and paid for it, and her mother Rose was not told beforehand. Kate Clifford Larson's biography Rosemary: The Hidden Kennedy Daughter (2015) is the most thorough account, drawing on family letters and hospital records.
Some details need care. The 'mental age of two' figure and the account of exactly what she sang are repeated in many retellings, but they come from later recollections and secondary accounts rather than a contemporaneous record. The post's sharpest claim, that Freeman's notes on her have never been released, is widely reported, though the access situation is more complicated than 'never released' suggests, so check the current archival status before repeating it. The facts that are firm are these: she was left with lasting impairment, was moved to a Wisconsin institution, was largely hidden from the public for decades, and Eunice Kennedy Shriver later founded the Special Olympics. John F. Kennedy's 1963 mental health legislation is also real, and the family has linked it to Rosemary.
Freeman kept performing lobotomies for years after this case, and the procedure was used on thousands of patients before its harms were fully accepted. Larson's book is a good next read if you want the family's story in full.
