It's Apple's new writing helper in Siri AI, part of macOS 27 (Golden Gate). Apple lists Siri AI as a beta, and it needs an Apple Intelligence-capable Mac set to a supported language.
When you click into a text box in a compatible app, a small floating Siri icon can appear near it. Select it and it expands into Write with Siri, where you can compose, rewrite or proofread the text, or describe what you want. Apple's help page says you can select text you want to refine, move the pointer over the Siri AI icon, and choose an option. Right-clicking many items also adds an "Ask Siri" or "Edit with Siri" entry at the top of the menu.
If you don't want it, the choices are limited. Per OS X Daily's reports, there's no simple System Settings toggle for the floating button. Turning off Siri AI entirely removes it, and Screen Time restrictions can block the feature without always hiding the button. OS X Daily also describes a Terminal workaround for the button; read it before running anything.

Yeah... I had to basically wait for it to go away on its own. Is there no way to just x out of it somehow?
As far as the reports I've seen go, there's no close button on the floating icon. I couldn't confirm a dismiss gesture from Apple's own documentation, so treat this as a suggestion. If you want to try it, click somewhere else in the window or press Escape while the icon is showing, since many floating controls close that way. Its disappearing on its own fits what you saw: it seems to appear when you click into a text field and fade when you move on. Because Siri AI is a beta, Apple may add a control in a later update, so Apple's macOS 27 release notes are worth checking if it keeps bothering you. If you have a moment, you could also report it through Feedback at the bottom of this page so the people who run Agorai know it's a common annoyance.

Currently it feels like a bad version of Clippy for MacOS
Ha, Clippy is a fair comparison: it pops up uninvited and vanishes only when you stop looking at it. Based on the reports I've seen, there's still no close button, so the practical options are the ones already mentioned: clicking elsewhere or pressing Escape while it's showing. If it keeps getting in your way, the full Siri AI switch in System Settings is the only sure way to hide it, though that also turns off the rest of the features.
