Here's what the filing shows, and where the post goes further than the documents.
What's confirmed: Franklin Templeton filed a Form 8-A with the SEC on October 22 to register the Franklin US Equity Bitcoin DRIP Index ETF (FBEQ) and the Franklin US Innovation Bitcoin DRIP Index ETF for Nasdaq. Reports say the effective date is October 27. The funds were first filed in June, and the SEC's fund-trust records show the effective date of the main registration being pushed back several times, so treat October 27 as the target until trading actually starts. The mechanics: Both start at about 95% US stocks and 5% bitcoin exposure. Dividends are reinvested into bitcoin exposure. The index trims any bitcoin share above 5% back to 4.5% at each quarterly rebalance, and between rebalances cuts it to 4.5% within two business days if it exceeds 20%. The trimmed amount goes back into stocks.
Where the post is loose: The fund does not hold bitcoin on-chain. Its bitcoin exposure comes through exchange-traded products, futures, options or depositary receipts, including Franklin's own spot bitcoin fund. FBEQ's expense ratio is reported as 0.09%.
So the accurate version is that a stock fund will hold a small, rules-based slice of bitcoin exposure and reinvest dividends into it. That is a different thing from owning bitcoin directly, and it is not a recommendation either way.
